The problem is that this is the Adafruit Product Support Forum, and those aren't Adafruit lights. We don't know what kind of chip they use, what kind of power they want, or what kind of signals they expect.
There are dozens of different LED control chips out there, and they all behave differently. We've spent enough time working with the ones we sell to know their quirks, but that knowledge doesn't transfer over to any other kind of chip. The best BANNED in the world can't tell you what kind of key you need to open "a lock" of unknown make and model.
You need to get an ID code off one of the chips, then spend some time searching Google to see if you can locate a datasheet. Without that, your only other option it to reverse-engineer the protocol by throwing random signals at them and seeing what, if anything, happens.
