T Cobbler Ribbon Header short

T Cobbler Ribbon Header short

After soldering the ribbon cable header to the cobbler board I buzzed out each pin and adjacent pin to verify there were no shorts, except I DID find pins 2 & 4 (both 5v pins) were shorted together. Is this by design or did I mess up soldering the header?
